IMPLEMENTASI KEBIJAKAN PENYELENGGARAAN SARANA BANTU NAVIGASI PELAYARAN (SBNP) DALAM MEMBANTU KESELAMATAN PELAYARAN DI WILAYAH DISTRIK NAVIGASI SEMARANG

This study about the implementation of the policy administration Sarana Bantu Navigasi Pelayaran (SBNP) in helping the safety of shipping, by making the area Distrik Navigasi Kelas II Semarang as their turf. The research problem of how the implementation of the policy administration SBNP in helping the safety of shipping in the region Distrik Navigasi Kelas II Semarang and what the constraints that hinder the implementation of policy implementation SBNP in the region Distrik Navigasi Kelas II Semarang and how efforts to overcome them. The method used is the juridical-empirical. The data used are primary data and secondary data. The data collection methods used include literature review, interviews, and documentation studies were then analyzed qualitatively. Based on the research results, it can be seen that the implementation of the policy administration ang organization SBNP in the area Distrik Navigasi Kelas II Semarang refers to Peraturan Menteri Perhubungan No. PM 25 Tahun 2011 tentang SBNP where in organizing SBNP conducted
through five stages, namely: (a). SBNP planning; (B). SBNP procurement; (C). SBNP operation; (D). SBNP
maintenance; and (e). SBNP supervision. The obstacles that hinder the implementation of the policy
administration SBNP in the area Distrik Navigasi Kelas II Semarang consists of technical and nontechnical constraints. Technical constraints such as strength SBNP overdue construction and equipment components SBNP not functioning, while the non-technical constraints such as their irresponsible human actions, their natural effects, and low budget SBNP. As a solution to overcome, have been carried out revitalization activities or rejuvenation SBNP, do pengotrolan SBNP using modern technologies, perform maintenance activities SBNP well and properly, provide safety devices SBNP, improving supervisory activities SBNP between institutions / technical and operational units more, and increase budget SBNP.
